The Streets Department maintains and repairs 171 miles of paved and 18.5 miles of unpaved streets as well as curbs, gutters, and storm sewers. The department also maintains a seven-year seal coat maintenance schedule for all paved streets.

Street Maintenance


Preventative Maintenance (PM) - which includes the techniques used for preservation of the structural integrity of the pavement cross-section.  The basic theory behind pavement preservation is to apply relatively inexpensive PM to pavements at regular intervals to avoid much more expensive repairs later (much like you do PM’s on cars to keep them running reliably).  These include:

  • Seal Coating – leveling uneven areas, applying an asphalt emulsion and covering with aggregate rock providing for weather tight seal and a wear surface.
  • Overlaying - applying a minimum of 1.5 inches of asphalt to the street’s surface after repairing distressed areas (presently not funded).

Reactive Maintenance - which is the repair of failed or distressed pavement sections(s). These include:

  • Pothole Repairs – repair of localized failed areas in pavement
  • Base Failure Repair – repair of failed areas in pavement
  • Level-up – leveling of pavement depressions, ruts and settlements   

Utility Cut Repairs – repair of cuts in pavement done to repair underground utilities

Recycle/Reclamation – repair of large sections of street where the base material and surface layer are pulverized, re-compacted and a surface layer such as a double layer of seal coat is applied.  

The Street department maintains street striping, school crosswalks, pedestrian crosswalks, and curb painting throughout the City.  Additionally, this operation provides assistnace in Traffic Control Plans for special events, such as 4th of July events/fireworks, Parade/events, and other similar events.  On call personnel are provided 24/7, 365 days a year for emergency calls to replace/repair regulatory traffic signs.  

Street Markings and Striping

  • Markings: School and pedestrian crosswalks markings and curb painting are maintained
  • Striping operation is maintained by a crew responsible for all city road way striping, This operation utilizes a striping truck and a chase truck to paint yellow and white roadway stripes and uses a fast drying traffic paint.  A chase truck is used as a buffer between the striping truck and the public vehicles to allow time for the paint to dry.

Traffic Signs and Signals

The City of Big Spring Public Works department performs various aspects of maintaining the City's traffic signs and signals.  Activities include installing and maintaining all informational, warning, and regulatory signs; replacing stolen or worn out signs; replacing signs that have been knocked down.  Traffic signs and signals require cleaning, checking for visibility during the daytime, checking for reflectivity during the nighttime, and straightening, as needed, due to wind.

The Public Works department is responsible for mounting all traffic signs (regulatory and warning), street name signs, school zone signs and various special signs.
